Founded by the resolution of the Council of Ministers of the USSR of January 16, 1989, No. 29:
"... agree with the proposal of the USSR State Committee for Cinematography and the Union of Cinematographers of the USSR, supported by the Leningrad City Council, to hold in Leningrad from January 25 to 31, 1989 the first international festival of non-feature films under the motto 'Message to Man'.
The organizing committee was headed by the chairman of the Leningrad City Executive Committee. All these years, the Goskino of the USSR and the Russian Federation, the Ministry of Culture of the Russian Federation and its film department, the Government of St. Petersburg and the Committee for Culture, and in more recent times also by the Federal Fund for Social and Economic Support of National Cinematography are organizationally and financially supporting IFF Message to Man.
Accredited by the International Federation of Film Producers Associations FIAPF (France).
It takes place annually in St. Petersburg.
